It carries the historical glory and memory of the Chinese nation. The plain centers around the Xixian New Area whose location was in the ancient capital of 13 dynasties in China. The New Area is rich in historical and cultural resources, which is its most striking feature. These precious remains not only constitute an intuitive and magnificent historical picture, but also annals of urban development, giving the unique connotation and charm to this piece of land. The three long-standing rivers, the Fenghe River, the Jinghe River, and the Weihe River are surging in the Xixian New Area. The Fenghe River empties into the Weihe River northward while the Jinghe River flows into the Weihe River eastward. The basins surrounded by these three rivers jointly give birth to the splendid civilization of the Zhou, the Qin, and Han Dynasty. The Weihe River, accumulating the vitality and strength, rushes eastward and merges into the mother river of the Chinese nation–the Yellow River. It is the vitality that nurtures and shapes the Chinese nation. It is the magnificent rush that creates and inherits the Chinese history. The fertile basin once stood as the capital of the Western Zhou, Qin, and Western Han Dynasty. It was the place where imperial palaces such as Qin Xianyang Palace and Han Dynasty Jianzhang Palace were constructed, leaving behind magnificent projects and historic sites such as the Shanglin Park, Kunming Pool (Xi’an), and Han and Tang Emperors’ Mausoleums to the later generations. On this magical land, emperors built the capital, inherited the ritual system, governed the world, launched prosperous ages, and developed the frontier. In this manner, the great eras created the Chinese civilization and history, established national dignity and confidence. The glorious history of the capital over thousands of years suffices to tell the glory and greatness of this land, even without the bothering of cumbersome study and argumentation. The Book of Songs records that it is Emperor Yu’s achievement that the Fenghe River empties eastward. The Book of Documents or Classic of History (Shangshu) records, the Qihe River and the Juhe River has already flowed into each other, and so has the Fenghe River. Over 3,000 years ago, Wenwang (ruler of Zhou) established Fengjing on the west bank of the Fenghe River, and Wuwang (ruler of Zhou) established Haojing on the east bank of the Fenghe River. Fengjing and Haojing were the earliest city in China and the first city in Chinese history as “Jing”(capital). It was proved that the overall area of Fengjing and Haojing, as a giant city complex, covered nearly 17 square kilometers. These two cities were in proximity, only connected by a bridge. The connection enabled them to perform two different functions of a city. Zhouli recorded the city planning and layout of these two capitals in detail, including the location and number of gates, the scale and pattern of roads, the distribution of ancestral temple altars, and the division and setting of market and living areas, etc. The city complex was the first large-scale, neatly laid out city in Chinese history. It created a precedent for the square, spacious and magnificent layout of Chinese cities, and established the general regulations of the layout of Chinese cities, serving as a model for the general urban layout. It was proved that the overall area of Fengjing and Haojing, as a giant city complex, covered nearly 17 square kilometers.” In the Western Zhou Dynasty, rites of Zhou were formed. Rites of Zhou constructed the basic principles of order and effective governance of ancient society, and exerted a profound influence on the governance system, culture, and ideology of later generations. They are valuable political heritage of ancient Chinese history and the cornerstone of political civilization of ancient China. Over two thousand years ago, the Qin Dynasty established its capital here and unified China. In this sense, the basin surrounded by the Fenghe River, the Jinghe River, and the Weihe River once again became the capital, ushering in a more powerful unified empire—the Great Qin Empire, from which the Chinese nation moved towards unification and pursuit of national reunification. Xianyang City, the capital of the Great Qin Empire, sprang up here. After unifying the country, Qin Shi Huang (The First Emperor of Qin) made the geographic layout of Xianyang City in accordance with celestial phenomena. During the process of unifying the six countries, Qin Shi Huang learned from the architectural patterns of the other six War States (located to the east of Xiaoshan Mountain), imitated their palaces and built his own on Xianyang tableland. In this manner, he expanded his imperial palace—Qin Xianyang Palace. Sanfu Huangtu, an ancient geographical book, recorded the pattern of Qin Xianyang Palace, the Weihe River ran through the capital the same way as Milky Way across the sky; the bridge hung across the Weihe River, just like the Altair above in the sky. The Qin Xianyang Palace was the political center and national symbol of the Qin Dynasty. The region where the Qin Xianyang Palace was located presented a complex topography, with the west higher than the east, forming a condescending position for the vassal states in the lower reaches of the Yellow River. Establishing the Xianyang City showed Qin Shi Huang’s ambition and recorded the glory of the Qin Empire. Over two thousand years ago, the Qin Dynasty established its capital here and unified China.” 13 14 CHAPTER 1 ALL ABOUT XIXIAN 2021 The City of Thousands of Years SECTION 3 The Magnificent Han Dynasty During the reign of Wudi, the Western Han Dynasty were equipped with the strongest national strength so that the frontier was developed, which marked China’s feudal dynasty ushering into the first peak of development.” More than 2,000 years ago, Emperor Wu of the Han Dynasty imitated Dian Lake in Kunming and built the Kunming Pool. The Kunming Pool was made for training naval for wars and attacking Nanyue (Southern Yue or Nam Vie) and Dian Kingdom for peaceful development and diplomacy. There were also functions such as water sightseeing, fishery production, simulating astronomical phenomena, and water storage. The reputation of Kunming Pool has been resounding for more than two thousand years. Today, the newly built Kunming Pool Scenic Spot in Xixian New Area is still pleasing, attracting thousands of city residents and tourists on a daily basis. Although the Kunming Pool covered over 100 hectares, it was only one of the many lakes in Shanglin Park. Emperor Wu of the Han Dynasty (Wudi) built one of the most prestigious parks in Chinese history—Shanglin Park. Wudi expanded the Shanglin Park built in the Qin Dynasty after taking the throne. After the expansion, the Shanglin Garden was very large in scale. Sima Xiangru, the Han scholar, recorded its magnificence of palaces, of landscape, of the hunt by Wudi in his Shanglinfu: “Here begin and end the Bahe River and the Chanhe River, exit and enter the Jinghe River and Weihe River; the Fenghe River, the Haohe River, the Laohe River, and the Juehe River, twisting and twining, sinuously snaking, crisscross within it. Vast and wide, the eight streams separately flow, back to back, each in a different manner. East, west, south, and north, they gallop and dash hither and thither.” Hanyangling Museum; Qinhan New City In addition to leisure and hunt purposes, Shanglin Garden was also a place for exercising martial arts for Wudi. He also trained the Yulin Army here, showing his military talents. This helped him conquer the Xiongnu and pacify the Western Regions, the legendary events in Chinese military. Not far from Shanglin Garden sat Han Dynasty Jianzhang Palace, a royal building built by Wudi during his early years of reign. As the palace was where Wudi ruled the country and exercised the highest authority, it was unprecedented both in scale and form. Its Front Hall, Shuangfengque, Shenming Terrace, and Taiye Pool are still identifiable nowadays. Sanfu Huangtu recorded that there were thousands of households surrounding the palace with a coverage of over 20 li (6.21 miles) in the west of Ancient Weiyang Palace and outside Chang’an. Therefore, the scale of this imperial palace was large. This land welcomed a new era of unprecedented prosperity—the Western Han Dynasty whose capital has a world-renowned name—Chang’an. During this period, China initiated the worldrenowned Silk Road, connecting the East with the West, effectively promoting the exchange and development of human civilization. Starting from the western part of the region, Maoling, and the Laohe River’s estuary, Xixian New Area stretches into the Baomao Expressway in the east and Gaojing Avenue in Jingyang County in the north, and Jingkun Expressway in the south. The area covers 22 townships and sub-district offices in 7 counties (districts) in Xi’an and Xianyang, with a planning area of 882 square kilometers and a population of 1.06 million. INTRODUCTION Although the capital and its environs were turned into ruins and villages, there is another new era of beautiful scenes and peace thousands of years later. The state-level new district—Xixian New Area has sprung up from this fertile soil. The basin surrounded by the Fenghe River, the Jinghe River, and the Weihe River once again witnesses a new civilization. There are Energy & Finance Trading Zone and 5 new cities, namely the Airport New City, Fengdong New City, Qinhan New City, Fengxi New City and Jinghe New City. In 2020, the regional GDP reached $9.35 billion, a yearon-year increase of 7.2%, ranking the first among all prefecturelevel cities in the province in terms of the growth rate. In 2020, the general public budget revenue of local finance was $1.28 billion, a year-on-year increase of 16.9%; the general public fiscal expenditure of local finance was $2.05 billion, a year- on-year increase of 6.2%. Great development and constructions are undergoing and new miracles are taking place in the five new cities (the Airport, Fengdong, Qinhan, Fengxi, and Jinghe). The Airport New City, located in north of the Weihe River tableland, hosts the seventh largest domestic airport in China. There are more than 400 flights taking off and landing on a daily basis, of which more than 100 international flights connecting to the world, with an annual passenger throughput of 47.2 million and an annual cargo throughput of 380 thousand tons. The growth rate ranks the first among China’s hub airports. Compared with the difficulties confronted by Zhang Qian during his mission to the Western Regions 2,000 years ago, the Air Silk Road now starts its flight journey from here connects to the world in a much more convenient manner. The only airport comprehensive bonded zone of Shaanxi Province is also based here, together with undercarriage maintenance base of French Safran as well as many emerging industries such as shipping logistics and cross-border e-commerce. In addition, the area is approved as National Airport Economic Demonstration Zone and National Comprehensive Bonded Zone with huge economic potential to be explored. Fengdong New City is located next to the Haojing Historical Site of the Western Zhou Dynasty. The beautiful Kunming Pool. built by Wudi 2,000 years ago is still rippling with blue waves. Every year, the world-famous rowing competition is held here, attracting young athletes from leading universities such as Cambridge University, Harvard University, Yale University, and Tsinghua University to mutually collaborate and inspire, which contiguously demonstrates the international charm of Xixian New Area. The China–Russia Silk Road Innovation Park in Fengdong New City hosts more than 20 international companies from Russia and Ukraine. These companies collaborate with Chinese scientific research teams to innovate and develop a higher mode of cooperation and development among the “Belt and Road” countries. This new city also embraces a new future with the development of world-leading technology such as electronic communications, genetic research, and artificial intelligence. 23 24 CHAPTER 2 ALL ABOUT XIXIAN 2021 The City of New Life The Qinhan New City on the north bank of the Weihe River is built in proximity with the Qin Xianyang Palace. The nine emperors of the Han Dynasty also stand on this plain. Countless tourists from home and abroad visit here every day to explore the secrets of the emperors buried in the “Chinese Pyramid” and witness the prosperity of West Han Dynasty. Now, a film and television industry base was constructed in the new city. With the cultural industry prospering, its excellent cultural products will reach a broader international platform. Xi’an Baoneng New Energy Automobile Industrial Park under construction will soon give birth to the first new energy vehicle in Xixian New Area. The old land of Qin and Han Dynasty will achieve an industrial take-off in the new century. Fengxi New City is located to the west of the Fenghe River. Nowadays, high-tech industrial parks have been built here such as the Western China Science and Technology Innovation Harbor, Soar Town of Xi’an Technological University, and Future Agricultural Research Institute of Northwest A&F University. Many scholars and scientific researchers here are busy with national laboratories, making continuous breakthroughs in electronics, materials, energy, biology, etc. In this vast innovation city, there are tens of thousands of faculties and students engaging in scientific and technological innovation research. Professional and scientific researches have nurtured the world-class technologies, with Chinese largest drone production base renowned worldwide. The Fucha Tea Town, with beautiful scenery, delicious food, and leisure lifestyle, attracts countless city residents and tourists. The famous Fucha Tea (local black tea) brings together the hustle and bustle of the secular life of Guanzhong (middle land of Shaanxi Province) where history is lively demonstrated while culture and industry coexist and prosper. The cultural and tourism industry has ignited the vitality of this new city, and the technology industry has been developing at almost same pace. Shaanxi Fast Gear Co., Ltd. has been put into operation; and Northwest Headquarters of Zhongchuangwei Quantum is under rapid construction. The world leading quantum secure communication technology will realize its industrialization here. The inheritance of history and culture and the layout of technology and industry have brought this old peaceful land to a new era. The Energy & Finance Trading Zone is the core area of the future city axis in Xixian New Area. Nowadays, modern office buildings are rising. The dazzling charm of modern cities continues to shine on the glass curtain walls of high-rise buildings. Famous domestic and foreign enterprises such as 7-eleven, the Northwest headquarters of JD Health have respectively settled here, launching into a new future for the industrial development of Xixian New Area. Busy building tower cranes stand densely in the distance, constantly refreshing the ground height of Xixian New Area and preparing for the prosperity and future of the metropolis. On the land of Xixian New Area once stood magnificent capitals of Zhou, Qin, and Han Dynasty. The layout of these capitals became a model for ancient Chinese urban planning. Today, after the millennium, the strategic layout of the “One Belt, One Road” economic belt has brought new opportunities. Stepping into the 21st century, the Shaanxi Provincial Party Committee and the Provincial Government put forward the idea of Xi’an and Xianyang integration. In 2002, Xi’an and Xianyang signed “the Xi’an and Xianyang Economic Integration Agreement” and compiled the outline of the economic integration strategic plan. The major integrated development plan was “integrated planning, transportation, network, information, market, industry, technology, tourism, and environment “. In 2006, the Xianyang telephone area code was merged into Xi’an as 029. This marked a new step of integration of Xi’an and Xianyang. In 2008, the Shaanxi Provincial Government issued “the Xixian Integrated Construction Plan”; the following year, the State Council approved “the Guanzhong-Tianshui Economic Zone Development Plan” and put forward the requirements for accelerating the integrated construction and development of Xi’an and Xianyang. This indicated that the integration plan became a national strategy. In 2009, the Shaanxi Provincial Government issued the “Plan for the Planning and Construction of the Xixian New Area” and formally proposed the establishment of the Xixian New Area. In 2010, the “National Plan for Major Functional Zones” proposed to build the Xixian New Area at the national level for the first time. In 2014, the State Council approved the establishment of the Xixian New Area in Shaanxi Province. The National Development and Reform Commission issued the “Shaanxi Xixian New Area Overall Plan”, China’s first national-level new district with the theme of innovative urban development pattern. The plan proposed the pilot zone of innovative urban development pattern, the fulcrum of the Silk Road Economic Belt, the technological innovation demonstration zone, and the historical and cultural heritage preservation demonstration zone. In 2015, when General Secretary of the CPC Central Committee and President of the People’s Republic of China Xi Jinping visited Shaanxi for inspecting, he pointed out that “the Xixian New Area must Stepping into the 21st century, the Shaanxi Provincial Party Committee and the Provincial Government put forward the idea of Xi’an and Xianyang integration.” be fully utilized as a pilot zone for the developing national innovative cities”. The Party’s Working Committee and Management Committee of Xixian New Area, and the agency of the Shaanxi Provincial Government were under the temporary management of the Communist Party of China of Xi’an Municipal Committee and the Xi’an Municipal Government. Except the functions of the development and construction of the new district, the administration and social management of Xi’an and Xianyang of the New Area within the jurisdiction were also entrusted to Xi’an. In 2018, the National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development issued the “Guanzhong Plain Urban Agglomeration Development Plan”, proposing to form the Greater Xi’an Metropolitan Area featured with main urban areas of Xi’an, Xianyang and Xixian New Area. In April 2020, General Secretary of the CPC Central Committee and President of the People’s Republic of China Xi Jinping came to Shaanxi for investigation, and pointed out that it was necessary to focus on constructing Xi’an as a national central city, accelerating the integration of Xi’an and Xianyang, and enhancing the impetus to drive the development of Shaanxi and the Northwest. The new cities of Airport, Fengdong, Qinhan, Fengxi and Jinghe welcome the new era with the new planning of “five groups”. This is a new initiative and new plan around birthplace of three civilizations, the Weihe River, the Fenghe River and the Jinghe River. Rail Transit Plan Xixian New Area is located between the built-up areas of the two cities in Xi’an and Xianyang. The rail transit construction in the area is an integral part of the planned rail transit network of Greater Xi’an. At present, Xixian New Area has completed the Phase II of Metro Line 1 and the Phase II of Metro Line 5. The Phase I of Line 16 is under construction. The Phase II running through Fengdong and Fengxi New City, and the Phase I form the second horizontal backbone line in Xi’an. It is about 19.8 kilometers, with 13 stations and 1 parking lot. The total investment is about $1.39 billion. It has been competed and put into operation on Dec. 28, 2020. Metro Line 16 (Phase I) The Metro Line 16 is an important regional express line in the planning of Greater Xi’an Rail Transit Network. It connects important nodes such as the South Railway Station, Greater Xi’an New Center, and Xi’an Xianyang International Airport. It is also an important railway line that runs through and radiates the five new cities of Xixian New Area. The first phase of the project starts from Fengdong Town Station in the south and ends at Energy Third Road Station in the north, with a total length of 15.03 kilometers and a total of 9 stations. The total investment is about $1.56 billion. The project has started at the end of 2019 and is scheduled to be completed and put into use in 2023. Metro Line Airport The Xi’an Airport Intercity Railway starts at the Beikezhan Station (North Square) in Weiyang District of Xi’an and ends at the Airport West Station (T1, T2, T3) of Xixian Airport New City in the north. Shaanxi Doumen Reservoir (Kunming Pool) Fengdong Free Trade Industrial Park Shaanxi Doumen Reservoir (Kunming Pool) is a major water project with the significance of bringing benefit to general public, eco-environment, livelihood and culture. The total storage capacity is 50.52 million cubic meters, the reservoir area is 10.4 square kilometers. It aims at water supply and improving the ecological environment, and also taking comprehensive utilization of flood control into account. Xi’an Baoneng New Energy Automobile Industrial Park Located in the southwest block of Beiyuan First Road and Yingbin Avenue of Qinhan New City, Xi’an Baoneng New Energy Automobile Industrial Park, a multi-hundredbillion-yuan ($14.66bn) industrial project, invested and built by the Baoneng Group in Qinhan New City. The Park, with an annual production capacity of 1 million new energy vehicles, is the significant support to the strategy of automobile industrial base. Xi’an Evergrande Cultural Tourism City Xi’an Evergrande Cultural Tourism City, is invested and built by Evergrande Tourism Group (Evergrande Group, the world Top 500 enterprises), which is a cultural tourist resort integrating tourism, culture, leisure, commerce and living. Evergrande Group has collected many worldrenowned designers for this City. This project is for cultural tourism industry and its supporting service, located in the north of Zhangliang Road in Qinhan New City and west of Jingwei Avenue. The Mausoleum is the joint tomb of Emperor Jing and his Empress, which is the most completed mausoleum of Han Dynasty. Hanyangling Museum now is titled as National First-class Museum, National Archaeological Site Park and National AAAA Tourist Attraction. Aisheng Drone Industrialization Base Located in Xianhu Road of Fengxi New City, Aisheng Drone Industrialization Base, is invested and constructed by Xi’an Aisheng Technology Fengxi Construction Group, with a total investment of $598.13 million and a construction period of 8 years. Its total construction area reaches 500,000 square meters. This Base aims at building up a platform for high-performance UAV system research and development, covering design development, engineering test, process trial production, integration test and inspection, mass production, industry incubation, technical exchange and training, after-sales service and supporting service. The annual output value is expected to be $322.52 million and the tax revenue is expected to be $23.46 million. Soaring Town (Phase II) Xi’an Industrial University’s Intelligent Aircraft Industrialization Demonstration Base The project, located in the east of Xianhu Road of Fengxi New City, is invested and constructed by the Xi’an Kewei Industrial Development Co., Ltd. Its total investment is $219.9 million, with the annual investment of $5.86 million. The project construction period is 2 years, and the total construction area is about 140,000 square meters. New Hengye Green Energy Industry Base S&T Industry Base of Shaanxi Mechanical Research Institute S&T Industry Base of Shaanxi Mechanical Research Institute, located in the south of Chuangye Road of Fengxi New City, is invested by Shaanxi Mechanical Research Institute, with the total investment $17.59 million and the annual investment is $7.33 million. Digital Workshop of Fast Gear Shaanxi Fast Gear Co., Ltd., with registered capital of $2.05 million, is located in the south of Yongle Town of Jinghe New City, Xixian New Area, Shaanxi Province. It plans to build a super-high-rise building of about 260 meters and related supporting buildings, whose main functions are business office.
